I read an interesting article claiming the processors in both consoles suck. The article was pulled long ago due to the author's fears of Microsoft tracking his inside source down. However, there's a copy of the article here:

Thing is...some points it mentions in there have already been disproven (such as the suggestion of the Cell not handling certain tasks for the RSX) the entire thing appears very speculative and the architecture was still largely unknown judging by how they are talking (they don't even seem to know much about either GPU).Â
If it was more recent I might give it more credence, but we've already seen developers offloading lots of tasks onto the SPEs and that will only continue. Don't get me wrong though..I acknowledge both have some major limitations and hinderances to development.
On a side note, I really hope this doesn't turn into the cows answer to "Gears only uses 5% of the 360's power!!!11!!!"Teufelhuhn
Since Lemmings use Gears in one way or another to counter everything I don't see why they can't.

If you looked at all the early PS2 games its quite apparent that the PS2 did in fact have a lot of "hidden power".

Indiana Jones in Raiders of the Lost Ark...BUY IT! Don't even both renting, rest assured its amazing..funny backstory to that actually, it was originally going to be a fight between the guy with the sword and Indie using his whip but Harrison Ford said that if it was him he would just shoot the guy.
So they cut out around seven minutes and put that in instead, as you can imagine the guy who was going to be his opponent wasn't very happy, having practiced weeks for it.
